I don't know if this information could be helpful to you, but there has been 
some recent work in Hawaii looking at, among other things, the cooperation 
between DOH, DOE, DHS, etc. in providing appropriate services to children with 
mental health concerns/needs.  They use a "service testing" measure, which 
includes interviews and ratings of success in outcomes for kids.  To learn
