Re: Child neglect research
The CIS may substantiate the child neglect and abuse, it does not allude
to any investigation of spousal violence. In fact, it appears that the
only person reaching a conclusion about spousal violence is the social
worker. From the wording that you used in the report, Dr. Trocme, it
applears unlikely that any party other than the social worker was asked
to contribute, validate or even allege this spousal violence. It is
also unclear what definition of spousal violence is being used. While
it is a good thought, the CIS really does not seem to be a good source
for data in this area.
That runs over into the same sort of problems into the emotional abuse
category which seems to include "alleged witnessing of alleged violence
by someone what may not have been a party to anything". While keeping
such a mushy definition as being something of importance, while ignoring
many types of emotional abuse to children and spouses that are real and
documentable -- violations of access orders, "alienation of affections" --
makes it difficult to conclude that the report covered the areas
sufficiently completely to be useful in these areas. The relative impacts
of the negative parenting that so often seem to appear with false
allegations versus the actual damage of witnessessing low-grade
"violence" (a raised voice once in a relationship)really calls for a
more comprehensive look if further conclusions are to be drawn.

The co-occurrence of neglect & spousal violence is documented in the 1998
Canadian Incidence study (17% of neglect investigations involve documented
spousal violence & approx 18-19% of substantiated neglect cases).
