This seems very high.  In CA we have three categories.

1.  "Founded" means there IS sufficient evidence to consider the allegations
essentially accurate.

2.  "Unfounded" means there is evidence to consider the allegations
inherently false or highly improbably.

3.  "Unsubstantiated" means there is insufficient evidence to support or
eliminate the reported allegations, so no case can be opened, but neither
can the allegations be discounted.

Does your "Unfounded" category perhaps include both our "unsubstantiated"
and "unfounded?"
