Has anyone seen a legal memo prepared by someone, for example, a University attorney, to evaluate the question of how the Department of Justice's privacy certificate operates for researchers in the face of state and local legal mandates, including subpoenas and mandatory child abuse reporting requirements. My IRB is seeking a legal opinion from our University counsel on this matter, and I wanted to see if someone had already done an analysis that might help her out.
