Caseworker characteristics and child welfare outcomes

you for your help. After your last e-mail we decided not to pursue decision
making in our methodology. Instead we are doing a job analysis through focus
groups, worker shadowing, and a review of child welfare competencies in a
standardized training curriculum used by our state. We will be developing a set
of competencies from these materials and comparing them to human service
curriculum throughout the state. We are still at the beginning stages of the
actual research but have a deadline of this fall. Thanks for these
references. I read one of these articles and will read the other soon.

Briggs, F, & Hawkins, RM. (1996). A comparison of the childhood experiences
of convicted male child molesters and men who were sexually abused in
childhood and claimed to be nonoffenders. Child-Abuse-and-Neglect, 20(3),
221-233
Briggs and Hawkins (1996) found that 93% of participants in a sample of 84
incarcerated child molesters had been sexually abused in childhood. However,
rather than reporting the abuse or having used it as an excuse for their
behavior (which may have led to more a more lenient sentence), the inmates
tended to
be accepting of their abuse as a commonplace, inevitable, and consequently a
normal part of childhood. Briggs and Hawkins (1996, p. 232) noted that
"perpetrators who discounted the effects of abuse on their own lives also
discounted the damage they did to other children; they rationalized that
boys liked and wanted what they did to them and that little girls were
'seductive'."
