The fostercare literature is rich with references. Specifically, Mark
Simms' work has shown worse prognosis with greater than three foster
placements (I will try to find the exact reference). Widom also found
correlation with number of placements and juvenile crime incidence. Also
check the Permanent Judicial Commission on Justice for Children website
(www.pppncjfcj.org)--Sheryl Dicker and Elysa Gordon have writen about this
from the legal end regarding the relationship between permanency planning
