on the contrary, check out the section under VICTIMS, part 2.6 Child 
Maltreatment Recurrence. This makes clear age (less than three), neglect 
(44% more recurrence) vs. physical abuse, and time from the point of 
referral (first six months-highest risk) are markers for recurrence. I 
would conclude efforts to thwart recurrence would focus on children less 
than three years with a history of neglect that have been referred in the
