A nationwide survey I did that was recently published in CAN reported on
the relation between strength of county response to prenatal drug
exposure and percent of minority births in that county. No association
was found. The reference is below; I assume you have CAN around. If
you can't find it let me know.

Chapin Hall Center for Children at the University of Chicago, in
collaboration with
the American Institutes for Research, is developing a database
pertaining to research
regarding racial disproportionality in the child welfare system.
This project, funded by the Children's Bureau at the U.S. Department of
Health and
Human Services, is intended to clarify current knowledge about racial
and ethnic
disproportionalities in the child welfare system for policy-makers and
practitioners.
The Children's Bureau is interested in discerning the evidence of racial
disproportionality at each decision-point in the child welfare system
and for each
racial and ethnic group, as well as determining whether there are
overarching lessons
that can be gleaned from the research and applied to the field. We
expect that the
information we gather will be widely disseminated.
We are seeking to locate anyone who is writing or conducting research in
this area.
We are also looking for any unpublished work that should be brought to
the attention
of others. Unfortunately, we are working under a tight timeline and
quick responses
would be greatly appreciated.
