To whom it may concern:
As a staff member of New York State Commission on Quality of Care for
the Mentally Disabled, I have investigated institutional abuse of children
at mental health facilities. The commission has several written reports on
this question found on NewYork State's Web Site. Additionally New York
State's Office of Family and Children's Services has investigated abuse in
other facilities 3ithin New York State (formerly operated by DSS and
Juvenile Services). In addition you may contact me at my personal e-mail
for my first hand knowledge obtained since 1986 when the responsibility for
investigation of institutional abuse of children was changed in NY. Please
