anyone have information on this subject. Montana is reviewing its
current CPS substantiation process and trying to determine if the dual or
mulitple CPS reponse systems offer a better process for children and families.

Workers in Lancaster County, Pennsylvania have observed the same pattern.
Neglect referrals, investigations, and neglect related placements have
risen dramatically while child abuse activity has remained at a steady
level similar to prior years. I would be interested in whether this is
truly a widespread pattern; what are other CPS agencies experiencing?
