Belatedly, I am providing some resources that I hope will be helpful to the discussion of child maltreatment costs...
Mark Courtney published a relevant article in The Future of Children

The article is entitled " The Costs of Child Protection in the Context of Welfare Reform" by Mark E. Courtney, Ph.D.
Abstract: A summary of public funding for child protection, contrasting expenditures for foster care versus family services, and tracing the links between public assistance and child protection policies.

"The Cost of Child Maltreatment: Who Pays? We all do. " is organized in four segments - medical impact, mental health impact, societal impact, and economic costs.
It is published by the Family Violence and Sexual Assault Institute; 6160 Cornerstone Court East, San Diego, CA 92121 (838) 623-2777 ext 405. There is a fee associated with its acquisition; although I can't remember the exact cost, I believe it is around $25 and worth the investment...
