intervention are very practical in unearthing and developing the strengths of clients
in general.<span style="mso-spacerun: yes">&nbsp; </span>I know that Insoo
Kim-Berg wrote a book that discussed a blending of child welfare practice and
solution-focused treatment.<span style="mso-spacerun: yes">&nbsp; </span>The
title escapes me at this particular moment.<span style="mso-spacerun:
yes">&nbsp; </span>If you are interested, I could get that title for you.<span

I have an issue with what is meant by "sexual abuse" as it is referred to in
the quote below from the Bonner, Walker and Berliner study.  It is not
always clear what is meant by sexual abuse or how the term is defined in the
research.  Does this term mean "fondled, molested or touched in a sexual
manner" or does it refer to a larger definition of abuse that includes an
inappropriate exposure to adult sexuality?  Is a child who at a young age is
exposed to explicit pornography or is actively invited to watch adults
engage in sexual behavior included in the research definition of sexual
abuse?  Eliana Gil and Tony Cavanaugh Johnson write eloquently about
children who have been "sexualized" and in a de facto manner are "abused" by
their caregivers because they are raised in an environment that exposes them
to inappropriate sexuality at an age when they are easily overwhelmed by
that stimuli.  In many instances, these children have not been "fondled,
touched or molested."  However, they are no less affected by their
experience.  I, too, struggle with the notion of the "cycle of abuse."  I
don't believe that victims of molest will inevitably become perpetrators
when they get older.  However, I do believe that inappropriate sexual
behavior in children is a learned behavior.  Past discussion on this
listserv regarding this matter suggested that being abused heightens the
possibility that one might become an abuser if certain intervening variables
do not materialize for the person abused over his or her lifespan.  Such
variables would include the immediate family's reaction to the abuse, the
number of positive relationships in the life of the abused child and the
child's own level of resiliency.  The more that I read about this issue the
more complex this phenomenon becomes for me.  It is not clear to me that we
are catching, or clearly defining, that level of complexity in the research
and in the language we use to discuss this issue.

In the early 1990's I believe, NCCAN funded a study of children with sexual
behavior problems. Three sites were selected - Vermont, Oklahoma and
Seattle. The Vermont site had a sample of children mostly from CPS
caseloads, or I believe referred to Mental health by CPS - Those children
were almost all victims of Sexual abuse. The Oklahoma and Seattle sites used
a different population. They went into the community attempting to find
children who had sexual behavior problems. The results from that study
surprised most of us who also believed that sexual behavior problems in
children were almost a litmus test for sexual abuse. The study is published

"It should be noted that 104 (52%) of the 201 children with sexual behavior
problems were not reported to have experienced sexual abuse, and 82 (41%)
had no reports of any form of abuse or neglect."
