RE: Overrepresentation of Child of Color in CPS



For a quick overview I would suggest trying to access the information that
the Child Welfare League of America maintains in their National Data
Analysis system.  Go to this website http://ndas.cwla.org/ , sign in as a
guest and then click on the Predefined tables link on the left.  One of the
reports under child abuse and neglect is for victims by race & Hispanic
ethnicity.  This resource lets you compare all states or selected states,
and I think there is now about three years worth of data in the system.
They pull data from the existing child abuse reporting systems, and the
preformatted reports can be useful.  Keep in mind however that comparisons
across states are much less valid than a state to itself over time since the
definitions of what constitutes child abuse vary widely by state - the basic
law is state law, not federal law, even though the feds have established
common reporting systems.

The NCANDS reports show the incidence rates of abuse by race/ethnicity
identified by cps, with over-representations in populations of color.

The latest report is: U.S. Department of Health and Human Services,
Administration on children, Youth and Families. Child Maltreatment 1999.
(Washington, DC: U.S. Government Printing Office, 2001). It is also online
at www.acf.dhhs.gov/programs/cb.
