Debra: We are very interested in looking at this 
issue as we continue to discuss the merits of s w 
licensure vs. child welfare comepetency 
certification, as well as plans for a IV-E 
partnership program to recruit and maintain Child 
WElfare staff, DSS with our  Director of Training in 
MASS. We are all sure (appear to be) that BSW 
significantly helps front-line staff preparation 
and that MSW is critical for more competent 
exerienced/specialized staff and supervisors. A 
good central place to find out more about this is 
the Council on Social Work Education, via Joan 
Slotnik.(They have a staff-accessible web site). She 
has an ongoing overview of what's been 
successful and produced through the partnership of 
the SSW and State Child Welfare systems, called 
"IV-E Programs", as they are funded largely through 
Federal IV-E grants.
