Out of state placements
The Connecticut Department of Children and Families (DCF) is
embarking on a study of the way we handle children in our custody who are
placed in other states. These include placements in residential facilities,
with relatives, adoptive, etc. We're looking both at how children get
placed and how their cases are handled after placement.
I'm trying to collect background literature on the general topic of
placements across state lines. I have found a couple of studies by the DHHS
Office of the Inspector General, an article in the Juvenile and Family Court
Journal, and some materials from APHSA and from individual states about
their practices. I haven't found anything from the academic/research
community. This wouldn't surprise me that much, since logically it's an
issue more of interest to administrators than to scholars, but just so I
know I am covering all the bases can anyone refer me to any research studies
on any aspect of making placements across state lines? We're most
interested in measures of effectiveness and in best practices
