Mary Armstrong, from the Louis de la Parte Florida Mental Health Institute at the University of South Florida, presented "The Privatization of Child Welfare in Florida: A Mixed-Method Evaluation of Initial Sites" at the SSWR conference in January. She provided the address of two websites:

It may not be exactly what you're looking for, but in her presentation she did touch on the issue of law enforcement involvement in CPS investigations. She might have more information.
