The Department of Health has costed services in this respect within England
(if an international comparison is in any way useful). Check out:
http://www.doh.gov.uk/paf/
There is also a very detailed and extremely useful publication form the
Personal Social Services Research Unit on how to go about estimating unit
costs for children's services, which was produced on behalf of the
Department of Health but is useable in most contexts:
Beecham, J (2000) 'Unit Costs - Not Exactly Child's Play: A guide to
estimating unit costs for children's social care' Canterbury, PSSRU
