I would suggest contacting Bert Ellett @ the University of Georgia, School of Social Work. I believe her doctoral dissertation covered this topic. Also  contact Sue Steib through Child Welfare League, who I believe also has published on this topic.

and would like to locate any unpublished research studies focusing on the
factors that relate to child welfare staff turnover and retention.  If you
