Adolescent adoption, pre-placement and ASFA quotas

My agency is looking to expand our adolescent adoption program. We have seen
a number of placements disrupt due to hurried or little pre-placement
activities as CPS hurries to meet its quota of placements. Has anyone seen
any literature about the importance of thorough pre-placement in adoption
and the ASFA quotas leading to increased disruptions?
