RE: repeat instances of child maltreatment



I encourage you to read this report (which I have not seen) carefully to try to
discern whether the re-entrances to care are a result of "repeat instances of
child maltreatment" as the notes below indicate or whether a child can go back
into care for other reasons taht may not include child maltreatment (e.g., if the
child runs away from home or if the parent fails a required post-reunification
drug test and the child is returned as a preventative measure or if another child
is abused and the index child is also brought into care).  It may be the case, but
we should not assume that all children who re-enter care do so as a result of
re-abuse.

I just happen to have pulled Texas' data this morning. According to their
report, their 5-year outcomes show that 74.5% children are not re-abused
after a return home from foster care. Therefore, 25.5% of Texas children are
re-abused after a return home from foster care. In addition, families who
received family preservation services in Texas had a 16.3% recidivism rate
after 5 years.
