think that using blanket substance abuse criteria like those mentioned above is 
a mistake.&nbsp; The use, per se, of psychoactive drugs has virtually no meaning 
when it comes to identifying cases of child maltreatment.&nbsp; I am not in 
favor of parents using any kind of drug, but there are numerous cases of 
individuals using any one of the drugs mentioned without any negative effect on 
their parenting, nor their occupational, social, recreational or interpersonal 
functioning.&nbsp; Addressing one of the criteria specifically, the average 
person can drink one bottle/can of beer per hour for six hours and never reach 
0.08 BAL (the national standard for impaired driving), let alone become 
intoxicated.&nbsp; Thus, where is the problem?&nbsp; If the parent has been 
found to be addicted (i.e., substance dependent as per DSM-IV) and CPS and the 
courts order no alcohol or other drug (AOD) use, fine, but drawing an arbitrary 
line at a &quot;six pack&quot; does not address the primary issue: the health, 
safety and well-being of the child or children.&nbsp; In some cases, a parent 
may actually function better after having used AOD.&nbsp; Not a great situation, 
but it is true in some cases.&nbsp;&nbsp;</FONT></SPAN></DIV>

    Structured Decision Making (SDM) model to assist them and/or bolster their 
    decision to reunify or not to reunify. The SDM has a checklist of risk 
    factors with a cutoff score. Families whose scores are less than the cutoff 
    can be deemed ready for reunification and those who score above the cutoff 
    are not. Of course things are rarely black and white. The CPS worker can use 
    the scores to support a court report to either reunify or not. The courts do 
    not have to accept the results of the SDM model on face value. They probably 
    shouldn't. I haven't seen much in the way of validity or reliability 
    referenced for the SDM models. In addition, the issue of 
    &quot;weighting&quot; is a weakness for most checklists.&nbsp; For example, 
    who decided that 2 missed visits is worth 4pts and that smoking marijuana,

    should there be zero tolerance once you are involved with the CPS? Without 
    extensive research to back up the rationale for SDM, the courts and some 
    workers are using SDM when the results support the desired

know if this will help, but if the perpetrator is not sentenced to prison but is 
instead put on probation, there should be a supervision team comprised of the 
victim's therapist/caseworker, the perpetrator's therapist, and the probation 
officer.&nbsp; Increasing the number of people who are involved in the case 
makes supervision and prevention of further incidents less likely.&nbsp; This 
can not be solely a child welfare issue, but must involve multiple 
agencies.&nbsp; This model of community supervision model is typical in the case 
of sex offenders, whether they are incest perpetrators, extrafamilial child 
molesters, or any other type of sex offender.</FONT></SPAN></DIV>
