If not too late, here is some info on parent drug/alcohol consumption among substantiated CPS cases (including child abuse and neglect, but also serious behavior problems, as it is covered by the Law in the province of Quebec). It comes from Tourigny et al.'s Quebec Incidence Study, which was conducted in 1998, as part of the Canadian Incidence Study (Trocme et al. 2001). The Quebec study document all cases reported in the province during a period of 3 months. It indicates that 25.7% of substantiated cases of abuse, neglect or behavior problems live with (at least) one caregiver who has been identified as having a problem with drug or alcohol at the time of reporting.
The final report of the Quebec Incidence Study will be published next fall and probably translated in english. Here is the complete reference:
