Adam,

There are lots of materials, curricula, strategies on this subject.  The
research on conduct disorders specifies early intervention as the key, so
folks are now identifying aggressive, defiant, oppositional behavior
earlier.

Boys Town Press, Bureau for At-Risk Youth, National Resource Center for
Youth Services has materials, Russell Barkley has a great book,
video, curriculum on the defiant child - which is basic behavior management.

You may also want to get in touch with Scott Hennegler at the University of
South Carolina who is doing a lot of work in the area of multi-systemic
therapy (MST) working in collaboration with schools, juvenile justice
system, and mental health services.  Scott Sells in Savannah GA, also is
working in the field with younger children, but has a good book "Treating
the Tough Adolescent"

Dear colleagues,

While it is generally acknowledged that a significant proportion of
adolescents in the alternative care system 'act out' (ie substance
abuse, crime, running away, violence etc.) and may become very difficult
to manage, concerns are growing that similar problems are now being
observed in younger children (8-10 yrs) in the care system.  Agencies
are reporting that growing numbers of these children are also
unmanageable and are not being adequately cared for/supported.

Is anyone familiar with material or programs that target this problem or
population.

Any assistance appreciated.
