2. Just last week, the advocacy group Children's Rights Inc. released a study it commissioned from researchers at the University of Maryland concerning maltreatment in substitute care in New Jersey and the failure of the State to properly investigate it. I don't know if the study is on their website, but you'll find contact information at www.childrensrights.org
3. The head of the Streetworks Collaborate, which works with homeless youth in Minnesota prepared a very fine bibliography of studies about the impact of institutions on children in general, including some studies that deal with the issue of abuse. I have permission to reproduce and circulate the five-page list and I can e-mail it to you directly if you would find it helpful.

I'm seeking information on inquiries and reports from any jurisdiction,
regarding institutional abuse of children- sexual or otherwise, where the
inquirers looked at the role of the government in providing funding to the
institutions that perpetrated the abuse.
Looking for citations of peer reviewed papers etc that study this.
Also interested in the role of institutions that abused or covered up abuse,
and were also involved in:
a) providing mandated services
b) providing child welfare services, and
c) worked on setting government policy, legislation, funding and direction.
Discussion on the above points, and
a) the role of churches as the prime employers of social workers
b) church-state relationships, and
c) the role of Universities as production factories providing the
institutions with wokers,
as reasons for the limited discussion- argument and research in the field of
child welfare of institutionl abuse, and the effects of institutional abuse-
would be most welcome.
