Emergency removal (2)

Several people have asked what type of data I am looking for.  I would like
to know:  (a) the annual number of emergency removals nationally and/or
state-by-state, going back about 15 years; and (b) the percentages that
these numbers represent of all removals (in other words, what percentage of
all removals are done on an emergency basis?).  I suspect that the
percentages are quite high but wonder if there is data to support that.  Any
leads would be most appreciated.
