That is a good article!  Thanks!  Another interesting reading  is 
Henry Aaron's Politics and the Professors (which is out of print but 
can be found at various used book stores) which talks abut how 
politicians used the research that was done in the US during the 60s 
on the social programs of the War on Poverty.

My concern about Rolf's question had as much to do with why the court 
needed to use research about this particular topic and not its usual 
standard of evidence, as it was epistemology.
