Department of Health and Human Services publishes a series of manuals called the 
Treatment Improving Protocol Series (TIP). In their manual Substance Abuse 
Treatment for Persons with Child Abuse and Neglect issues (TIP 36) they site the 
following"A recent survey of State child welfare administrators found that 
parental substance abuse was a factor in at least 50% of substantiated cases of 
child abuse and neglect. Moreover, 80% reported that substance abuse and poverty 
were the two primary factors contributing to abuse and neglect. (U.S. Department 
of Health and Human Services[DHHS] 1999.)"</SPAN></FONT></DIV>
<DIV><FONT color=#0000ff face=Arial size=2><SPAN 
class=842554121-02052001>Children whose parents abuse substances are almost 3X 
more likely to be abused and 4X more likely to be neglected than other children 
(National Center on Addiction and Substance Abuse at Columbia University 1999. 
The TIP series are free and can be ordered by contacting the National 
Clearinghouse for Alcohol and Drug Information NCADI at 800-729-6686. Manual # 
25 is on Substance abuse and Domestic Violence.</SPAN></FONT></DIV>

  this month.&nbsp; She will be talking about the effects of drug and alcohol 
  abuse on the development of children, which is her area of expertise.&nbsp; 
  She is seeking any current figures on the percentage of CPS referrals that 
  involve parents who are impaired by substance abuse (drug or alcohol).&nbsp; 
  This is not information that my agency collects.&nbsp; Does anyone else have

Dear List Members:

I am organizing a reading group at my agency.  I would like recommendations
on recent/comprehensive child welfare text books (ones that describe many of
the issues facing families and states).  Many of our staff  are not
university trained.  Books commonly used in schools of social work would
probably be the most helpful.  Suggestions?
