Michael, 

I am not sure if I would consider Central Registers in the US as "intake
units". They certainly provide a screening process. In any case, we have
addressed the issue of intake mechanisms (in CPS) in two Child Welfare
publications, one focusing in the Screening Unit and the second dealinfg
with anonymous reporting. 

As for the remaining issues, I have refer your inquiry to my UK colleagues
and for the QUESTION regarding the merging of SW and Police functions, I
will obtain additional responses from my contacts with Police training
liaisons who work on joint investigations procedures in the southern tier
on NY State.
