You may want to take a look at the Functional Family Therapy (FFT) model, if 
you are not already familiar with it.  FFT was specifically developed for 
dealing with resistant families--those that are high-risk and have low 
motivation for change.  Although initially developed (Dr. Jim Alexander, 
University of Utah) for work with delinquent youth, FFT has been 
successfully generalized and extended to a number of populations.  I used 
FFT extensively (and successfully) when I worked in the child protection 
field several years ago.  Best of all, FFT is one of the few family therapy 
models that's empirically based and validated--the Center for the Prevention 
of Violence endorsed it a couple of years ago.
