According to Seth Kalichman, Kempe et al.'s (1962) seminal article on<B>
<I>The Battered Child Syndrome</I></B> "<I>brought about initiatives to
develop model mandatory reporting legislation. The first of three models
statutes was written in 1963 by the Chiildren's Bureau of the National
Center on Child Abuse and Neglect</I>" (1993 : 11).
<BR>Although he goes on to say that" <I>by 1966 all states in the U.S.,
except Hawaii,...had enacted laws mandating physicians to report suspected
child abuse"</I>, he doesn't specify which State firts enacted a reporting
legislation.

Hi Ray
I would recommend that you encourage your students to read Karen Swift`s
book Manufacturing "Bad Mothers" : a Critical Perspective on Child Neglect.
The Ontario Association of Social Workers has three manuals which are
useful - one on child abuse which is currently being updated, one on wife
abuse and another on elder abuse. They provide a good basic overview.
More and more I'm directing my students to specific websites which provide
a wealth of information.
