swaddling

Colleagues!
I need help. We have an excellent local daycare provider (a Sikh) who has had a
report of child abuse substantiated against her because she occasionally swaddles
infants and young toddlers before naps. She doesn't use it as a restraint, and I
have never seen her use it inappropriately, but a first-time parent reported her
for abusive restraint. Our Dept of Social Services says she cannot swaddle kids
beyong EIGHT WEEKS! Anyone have any information on:
1) case law on this
2) swaddling and swaddling cross-culturally
3) Swaddling and different aged kids, cross-culturally
3) other leads, ideas, suggestions.
Besides my long-standing professional interest in this, as someone who works with
culture and child abuse, I also have a personal investment, since the person in
question provided EXCELLENT care to my son for 3 years.
