You may find the following articles helpful as a start.  Although they relate
to differential definitions of child maltreatment rather than to permanency
planning, Shor's studies do provide insights into values of importance to a
diverse group.

I have used case vignettes for assessing differential definitions of child
maltreatment by diverse ethnic / racial groups but have not come across case
vignettes directly relating to permanency planning.  My study showed no
significant differences between responses of parents of a diverse cultural
background and child welfare practitioners in definitions of abuse but did
highlight value differences in child rearing approaches.

Other studies that may help are

You could also look at vignettes used by Peter Rossi, John Schuerman, and
Stephen Budde in their study of case decisions in child welfare. Their report
on this study is in the January 2000 issue of Evaluation Review.  More info

Also, you might want to look at Rossi, Schuerman, and Budde's report using
vignettes to assess choice of level of service provision by social workers.
