Child removal by CPS

We are trying to track down information on the rate of children removed
from their families on an emergency basis at the early stage of a CPS
investigation. NCCANDS reports information on what percentage of child
victims are removed, but this appears to be include children who are
removed at any point. I would imagine that the appropriate denominator
would be emergency removals as a percentage of all children subject to a
CPS investigation or a CPS report.
