Adoptions

This is a follow-up to Rich Barth's comments on the percentage of children
who exit care through adoption.  The Children and Family Research Center
uses administrative data from the Illinois Department of Children and Family
Services to report on exits for children by entering cohorts.  We find that
between 19% and 23% of those children who entered care in the years from
1990 through 1995 exited care through adoption.  Between 26-32% of children
enterin care in these same years returned home.
