    What you are referring to is the Adoption and Safe Families Act, which 
legislated a number of significant changes, just one of which is strict 
mandates to states to provide permanancy for children in custody within 
certain timeframes.  It also provides financial incentives to states for 
finalized adoptions.  There are a number of websites where information on 
ASFA is available.  Additionally, you should be able to obtain statistical 
information from several of these same sites or on state public child welfare 
home pages.
