I'd love to know what stats you come up with. I've been looking for this
information, too, without luck. The federal legislation you refer to is the
Adoption and Safe Families Act of 1997. I don't think it is fair to
characterize the stance prior to ASFA as a mandate to reunify families at
all costs!
