You might want to try Dr. William "Bill" Wagner at the Univ. of Southern 
Mississippi.  As a clinical psychologist, he is both interested in similar 
investigations and actually spearheaded such an agreement between multiple 
community agencies in his hometown.  I am positive that he has empirical
