I believe the survey offers a number of choices for perpetrator, one of which is "Other Relative", which then can be specified in the questionnaire. I don't know if this "Other" category has ever been coded in the way you describe. NCVS data, and a data calculator, are available online. See:

Does the National Crime Victims Survey include information on perpetrators? In particular I am interested in data reporting rates of child sexual abuse perpetrated by juveniles and juvenile family members (e.g., siblings).

Are listed members aware of sources for this information from either the US, Canada or the UK? We do not have this data available in Australia.
