Try "Children and Youth in America: A Documentary history" by Robert H. Bremner (Ed.)(1972). published by Harvard University Press. 
You are likely to find a lot of useful information there.

Does anyone have information about the history of child abuse and
neglect on a national level, specifically with regrads to
prevention activities and initiatives.  I am working on creating
a timeline for prevention activities and I know there has to be
some stuff out there.
