Just so you know, the military already has a system like that in place.  The way it works is a soldier or family member is accused of neglect, child, or spousal abuse.  That case is presented before a multi-disciplinary board (law enforcement, social worker, mental health, drug and alcohol, ect), where it is decided to substantiate or unsubstantiated the allegation.  It is different than the judicial system but if a case is substantiated that soldier or family member is referred to social services for personal counseling, \]5rwe0-6][

}i j\89098family therapy, drug and alcohol referral, etc.  The god thing about the program is that the victims are also placed in the data base so when the name is checked against the system there is a red flag for prior abuse whether it is a victim or offender.  The military has had a great deal of success with this program and u can contact Army Community Services for more information.  I hope this can guide you in the right direction

Our legislature here in CT recently enacted a modification to our statutes

we'd like to establish a solid base of research knowledge with which to
inform new policy regarding decisions for placing perpetrators on our
central registry or not.
