Measuring family engagement with CPS

I'm working with a state child protection agency that's using family 
conferencing and other strategies to enhance client engagement in CPS 
treatment planning.  It would be helpful to learn of methods anyone has 
used to measure client engagement in the CPS process.  I appreciate any 
references or experiences you can send my way.  Thanks.
