I would try the 1997 reveiw of literature: "Preventing Child Abuse and
Neglect through Parent Education." by N. Dickon Reppucci, Preston A.
Britner, & Jennifer L. Woolard.  It does not necessarily provide a
historical overview of parent ed in the U.S., but it does a nice summary of
the evaluation research and a description of the most populare "models."
