The paper I wrote, entitled 'Valuing Parent Education: A cornerstone of
child abuse prevention' (Issues paper no.10), is one of a series of
papers I've written for Australia's National Child Protection
Clearinghouse.  It can be downloaded from our publications page at:
http://www.aifs.org.au/nch/pubs.html

While it provides an overview of the parent education field, I don't
think the paper will have enough of the history that you are after.
