Dear Karen:    It will probably not be easy to find, but the Children's
Bureau focused on parenting education in the 1960's.  Catherine Chilman
is the name I have attached to the effort.  Then, later, in the 1970's,
Dr. Edward Zigler, when head of the Office of Child Development, had a
major emphasis on providing parent/child development education to
highschool youth, and funded a national effort. The highschool programs
involved the child care programs so that youth had some experience with
a real child.  There are probably earlier efforts in the settlement
house era, but I have no specific case.   Incidently, these were not
limited to child abuse.  I expect they were more focused on preventing
neglect, and encouraging positive child development.
