Research findings aside, this man presents a high risk both these girls. I
assume from your address that you are a CPS worker. If the thirteen year
old has to visit there as part of a court order, the family court needs to
be advised and the visits stopped. There should be an investigation
regarding mother's failure to protect.

Dear List Members,
I have a scenario I need to provide "substantiation of opinion" for. Could
you pease read the following scenario and provide referances / research or
opinion regarding your understanding of the risk to the child.
A male de-facto partner of the mother sexually abused a step-daughter aged 5
years utilising grooming behaviour followed by oral sex and digital
penetration. Police laid charges but the court process fell apart based on
the childs competence as a witness to the abuse.
The child now 13 years of age lives with the natural father but visits the
mother where the previous offender is a very frequent visitor and guest
(almost resident).
The previously abused girl is now making statements that she is concerned
because :
1 He is constantly asking to massage her
2 "Accidentally" exposing himself to her
3 Has made unwelcome physical approaches to her (Touching on the butt)
4 He has recently managed to convince her to consent to massage but
has also asked her to remove her "top".
5 She is concerned that she has seen her 6 year old step-sister
massaged by the man. She was 5 years of age when she was sexually abused by
him.
Mum is in the house and has persistently refused to accept that there is any
truth to the previously alleged abuse of her daughter. Mum goes to bed early
and the man is left on his own with the children - regularly.
My key question is ......
1 What does research say about the risks to the mans' own biological
daughter given his previous abuse of his step-daughter at the same age.
Assume that there has been no acknowledgement of abuse by him nor any
counseling or therapy of any kind.
