You could try recent reports from federal AFCARS (Adoption and Foster Care Reporting System).  Web searches will lead you to the right websites.

Dear Colleagues,

In the important article: Charlow, A. (2001?2002). Race, poverty and neglect. William Mitchell Law Review, 28, 763?790.

Charlow described the particularly dire situation of African American children being removed from their homes disproportionately, the parental rights being terminated and their subsequent long stays in foster care, often until they age out. This article was based in part on figures that are at this point a decade old.

Where can I find the more recent figures for children in foster care, by race, likelihood of adoption, etc? I know the Anna E Casey foundation came out with a study recently on Latino infants in foster care, but that was based on 15 cities only, if I rememberI don?t know how representative it is. I am wondering if Charlow?s observations continue to hold true, if the situation has improved or deteriorated, how it is for American Indian children, etc. Any thoughts on this?

All help much appreciated, on or off list.
