If you do not find a more suitable instrument for measuring "substantiatable
child maltreatment....along the lines of what a typical
CPS would consider to be abusive,"   you might take another look at the
CTSPC,  at least for physical abuse.   The severe physical abuse subscale
items are:

    choked the child,
    beat up
    burned or scaled on purpose
    threatened the child with a knife or gun\

There is also a less severe subscale consisting of:

    slapping in the face
    hitting with an object
    throwing or knocking the child down
    punching or kicking
