There is a whole bunch of social work empowerment literature that talks about the process of empowerment in relationship to people taking on the advocacy role including testifying before government bodies. You might start with the endemic work of Barbara Salomon in her book Black Empowerment. In social work, you have people like Cowger and Saleeby (sp?)and Lorraine Gutierrez.
