Some doctoral students and I developed the Toddler Behavior Checklist (TBC) at the same time Achenbach developed the CBCL for 2 and 3 year olds. The TBC is designed for children as young as 9 months of age. The preliminary norms are distinct for each of 5 age groups ranging from 8 to 13 months at the youngest end to 40 to 48 months at the oldest end. It is decribed in 2 Family Relations articles: 1989 (Vol. 38, pp. 418-425) and 1992 (41: 192-199). It shows good reliability and validity. In addition to the articles, I have preliminary norms for both behavior occurrences and for the extent to which parents consider them to be discipline problems. I have translations into both Spanish and Japanese and a list of some other publications that have used it.
