I believe that it was in May of 1998 that the state of Florida passed legislation calling for the transfer of all responsibility for child protective investigations in 3 counties (Pasco, Pinelles, and Manatee) to the Sheriffs of those counties. This same legislation also calls for the privatization of foster care and related services.
